Evaluation of the Integrated Care Fund (RPB Interviews)

The Welsh Government has commissioned OB3 Research in partnership with Wales Institute of Health and Social Care (WIHSC) to undertake an independent evaluation of the revenue side of the Integrated Care Fund (the ICF). This evaluation of the ICF will explore the impact of the ICF in creating system and behaviour change to improve capacity to meet people’s health and social care needs. The contract will focus specifically on projects and services supported by the ICF between 2016-2021.

To gather this information, we wish to speak to the Chairs, members and ICF leads in each RPB to explore their views on the effectiveness of the ICF and its perceived impact. ICF leads and some RPB members may have taken part in an initial interview as part of this evaluation, to understand the data held on projects in their areas, which was covered by an earlier, separate, privacy notice.

The information collected during the project will be included in reports published on the Welsh Government website, and possibly other publications, by OB3 Research, WIHSC and Welsh Government. When published, you can read these reports on https://gov.wales/statistics-and-research

The Welsh Government is the data controller for the research. However, OB3 Research and WIHSC will remove any personal data provided through the interviews and anonymise the findings before sharing them with the Welsh Government. Participation is completely voluntary. However your views and experiences are important in order to help inform Welsh Government policies.

PRIVACY NOTICE

What personal details do we hold and where did we get your details?

Personal data is defined under the UK General Data Protection Regulation (UK GDPR) as “any information relating to an identifiable person who can be directly or indirectly identified by reference to an identifier”.

Welsh Government holds personal contact details (name, email and phone numbers) for the Regional Partnership Board Chairs, members and leads on the Integrated Care Fund and has provided these contact to the research team at OB3 Research and WIHSC for the purposes of inviting you to participate in the evaluation. OB3 Research and WIHSC will only use this information to contact stakeholders as part of this evaluation.

There is no requirement to provide any additional personal data during interviews other than your image if you agree to a video recording of the interview. We wish to record interviews for operational reasons – this will normally be a video recording or an audio recording if the interview is conducted over the phone. We will make this clear to you before the interview, and you will have the opportunity to tell us if you are not happy for the discussion to be recorded. If the interview is recorded, personal data will be removed during the process of transcribing. Recordings will be deleted as soon as this process is completed. If the interview is not recorded, personal data will not be included in written notes.

If you raise a query or complaint and provide personal data requesting a response, the researcher will forward the request only to the relevant official and subsequently delete it from the research data.

Your participation is voluntary and if you do not wish to take part then please reply to the invitation email and you will no longer be contacted for this research.

What is the lawful basis for collecting the data?

The lawful basis of processing information in this data collection exercise is our public task; that is, exercising our official authority to undertake the core role and functions of the Welsh Government.

Participation is voluntary but research studies such as this are important for the Welsh Government to collect information and actionable evidence about its ability to deliver government priorities. For example, the information collected will be used to help the Welsh Government to understand the effectiveness and impact of the ICF since it was first introduced, with the findings being used to help inform future funding decisions.

How secure is any personal data submitted?

Personal information provided to OB3 Research and WIHSC is always stored on a secure server. The data can only be accessed by a limited number of researchers working on this project. OB3 Research and WIHSC will only use this data for research purposes. OB3 Research and WIHSC both have cyber essentials certification.

OB3 Research has procedures to deal with any suspected data security breaches. If a suspected breach occurs, OB3 Research will report this to the Welsh Government who will notify you and any applicable regulator where we are legally required to do so.

All data gathered through this research will be reported in an anonymised format. It will not contain your contact details and any identifiable information will be removed. OB3 Research and WIHSC will use the information gathered to produce a report that will be published on the Welsh Government website. This report will not include any information that could be used to identify individual participants.

How long do you keep any personal data submitted?

OB3 Research and WIHSC will hold personal data during the contract period, and any personal data not already removed during transcription will be deleted within three months of the end of the contract. This includes your contact details.

Your rights

Under UK GDPR, you have the following rights in relation to the personal information you provide as part of this research, you have the right to:

  • Access a copy of your own data;

  • Require us to rectify inaccuracies in that data;

  • To object to or restrict processing (in certain circumstances);

  • For your data to be ‘erased’ (in certain circumstances); and

  • To lodge a complaint with the Information Commissioner’s Office (ICO) who is our independent regulator for data protection.
