National Evaluation of the Regional Integration Fund: Discussion groups and interviews with key stakeholders (professionals)

The Welsh Government has commissioned The University of South Wales, in association with Brunel University, Swansea University, OB3 Research, and The Royal College of Surgeons Ireland, (The University of South Wales and partners) to undertake an evaluation of the Health and Social Care Regional Integration Fund (RIF). The aim of this evaluation is to understand the impact of the six new models of care that are being developed. The evaluation will explore whether the models of care have proved to be effective, and if yes, how they can offer ‘templates’ for the wider system to learn from, so the whole of Wales can benefit.

As part of this evaluation, the University of South Wales and partners will be gathering information either via discussion groups or interviews (undertaken online or face-to-face) with:

  • RPB leads / strategic programme leads

  • RIF project managers

  • RIF project staff

The purpose of discussion groups and interviews is to explore key stakeholders (professionals) views and experiences around implementing the RIF, delivering RIF funded services, and the perceived impact of such service for people.

The Welsh Government is the data controller for the research. However, the University of South Wales and partners will delete any personal data provided through the research and anonymise the data before it is shared with the Welsh Government.

The information collected during the project will be included in a report published on the Welsh Government website and possibly in other publications by the University of South Wales, partners and Welsh Government.

Your participation in this research is completely voluntary. However, your views and experiences are important in order to help inform Welsh Government policies.

What personal data do we hold and where do we get this information?

Personal data is defined under the UK General Data Protection Regulation (UK GDPR) as ‘any information relating to an identifiable person who can be directly or indirectly identified by reference to an identifier’.

The University of South Wales, in association with Brunel University, Swansea University, OB3 Research, and The Royal College of Surgeons Ireland (The University of South Wales and partners) do not hold your contact details. You have heard about this research because The University of South Wales and partners have asked other organisations (for example via RPB and RIF leads) to email their own contacts to ask if those involved in developing / managing / implementing / or delivering RIF funded projects/programmes in their region would be willing to take part in a discussion group or interview with the research team.

If you agree to take part, you will be asked to contact the research team via email for the purposes of organising a discussion group or interview. The University of South Wales and partners will only use your contact details for the purposes of conducting the evaluation. Taking part is voluntary and you can change your mind at any stage of the evaluation, just email the research team and your details will be removed.

Taking part in a discussion group or an interview does not require you to provide any additional personal data, other than your image if you agree to a discussion being video recorded.

Discussion groups and interviews may be recorded for operational reasons. We will make this clear before the discussion begins, and you will have the opportunity to tell us if you are not happy for the discussion to be recorded. A group discussion will only be recorded if all members of the group are happy for this to happen. If discussions are recorded then online discussions will be video recorded while face-to-face discussions will be recorded using an encrypted digital recorder. If discussions are recorded, personal data will be removed during the process of transcribing. Recordings will be deleted as soon as this process is completed. Personal data will not be included in written notes prepared during or following the discussion groups or interviews.

The University of South Wales and partners may wish to contact you during later stages of the evaluation, in this case you will receive a separate Privacy Notice explaining what is involved.

If you raise a query or complaint and provide personal data requesting a response, the researcher will forward the request only to the relevant official and subsequently delete it from the research data.

What is the lawful basis for using your data?

The lawful basis for processing information in this data collection exercise is our public task; that is, exercising our official authority to undertake the core role and functions of the Welsh Government.

Participation is completely voluntary. Research studies such as this are important for the Welsh Government to collect information and actionable evidence about its ability to deliver government priorities. The information collected in this research, for example, might be used to:

  • Understand the extent to which the new models of care are having a positive impact

  • Assess how the new Models of Care can offer ‘templates’ for the wider health and social care systems to learn from

  • Learn about the views and experiences of people who are developing / managing / implementing / delivering RIF funded projects/programmes.

How secure is your personal data?

Personal information provided to the University of South Wales and partners is always stored on secure servers. Physical material such as digital recorders are stored under lock and key in the offices of The University of South Wales or their partners. The data can only be accessed by a limited number of researchers working on this project. The University of South Wales and partners will only use this data for research purposes. The University of South Wales and named partners have cyber essentials certification.

The University of South Wales and partners have procedures to deal with any suspected data security breaches.  If a suspected breach occurs, the University of South Wales will report this to the Welsh Government who will notify you and any applicable regulator where we are legally required to do so.

The University of South Wales and partners will use the information gathered to produce reports which will be published on the Welsh Government website. These reports will not include any information that could be used to identify individual participants.

How long do we keep your personal data?

The University of South Wales and partners will hold personal data during the contract period, and any personal data not already removed will be deleted by the University of South Wales and partners three months after the end of the contract. This includes your contact details.

Individual rights

Under UK GDPR, you have the following rights in relation to the personal information you provide as part of this evaluation, specifically you have the right:

  • To access a copy of your own data;

  • For us to rectify inaccuracies in that data;

  • To object to or restrict processing (in certain circumstances);

  • For your data to be ‘erased’ (in certain circumstances); and

  • To lodge a complaint with the Information Commissioner’s Office (ICO) who is our independent regulator for data protection.
