National Evaluation of the Regional Integration Fund (Online survey with Community of Practice members)  

The Welsh Government has commissioned University of South Wales in association with Swansea University, OB3 Research, University of West of Scotland, and Bangor University to undertake an evaluation of the Health and Social Care Regional Integration Fund (RIF). The aim of this evaluation is to understand the impact of the 6 new models of care that are being developed. The evaluation will explore whether the models of care have proved to be effective, and if so, how they can offer ‘templates’ for the wider system to learn from, so that the whole of Wales can benefit from this.

As part of this evaluation, the University of South Wales and named partners will be gathering information through short online surveys with members of the RIF Communities of Practice.

The Welsh Government is the data controller for the research. However, the University of South Wales and named partners will delete any personal data provided through the survey questionnaires and anonymise the raw data, before it is shared with the Welsh Government.

The information collected during the project will be included in a report published on the Welsh Government website and possibly in other publications by the University of South Wales, named partners and Welsh Government

Your participation in this research is completely voluntary. However, your views and experiences are important in order to help inform Welsh Government policies.

What personal data do we hold and where do we get this information?

Personal data is defined under the UK General Data Protection Regulation (UK GDPR) as ‘any information relating to an identifiable person who can be directly or indirectly identified by reference to an identifier’.

University of South Wales and their partners do not hold you contact details. You have accessed the survey through one of the following routes:

  • a link to the survey pasted into the meeting chat of a COPs workshop session you attend. The link is pasted by a member of the research team, members of the research team are also members of the CoPs and regularly attend workshop sessions.

  • a link to the survey link sent via email from either the Welsh Government or The Institute of Public Care (IPC), Oxford Brookes University. Your contact details are on a database shared between Welsh Government and IPC for the purposes of managing the COPs.

This research does not require the collection of additional personal data from you. However, if you choose to provide additional personal data as part of the research we will not try to identify you from, or link your identity to, the responses you provide. Any additional personally identifiable information that is provided in the survey will be deleted by University of South Wales and their partners.

If you raise a query or complaint and provide personal data requesting a response, the researcher will forward the request only to the relevant official and subsequently delete it from the research data.

What is the lawful basis for using your data?

The lawful basis for processing information in this data collection exercise is our public task; that is, exercising our official authority to undertake the core role and functions of the Welsh Government.

Participation is completely voluntary. Research studies such as this are important for the Welsh Government to collect information and actionable evidence about its ability to deliver government priorities. The information collected in this research, for example, might be used to:

  • Understand the extent to which the new models of care are having a positive impact

  • Assess how the new Models of Care can offer ‘templates’ for the wider health and social care systems to learn from

  • Learn about the views and experiences of people who attend and participate in the RIF Communities of Practice

How secure is your personal data?

Personal information provided to the University of South Wales and named partners is always stored on secure servers. The data can only be accessed by a limited number of researchers working on this project. The University of South Wales and named partners will only use this data for research purposes. The University of South Wales and named partners have cyber essentials certification.

When conducting surveys, the University of South Wales and named partners use a survey software programme called SNAP. We have ensured that SNAP is UK GDPR compliant and meets our expectations in terms of the security of any data collected via the software.

The University of South Wales and named partners have procedures to deal with any suspected data security breaches.  If a suspected breach occurs, the University of South Wales will report this to the Welsh Government who will notify you and any applicable regulator where we are legally required to do so.

The University of South Wales and named partners will use the information gathered to produce reports which will be published on the Welsh Government website. These reports will not include any information that could be used to identify individual participants.

How long do we keep your personal data?

Where provided, the University of South Wales and named partners will delete any personal data during data analysis or otherwise within three months after the end of the contract.

University of South Wales and named partners will provide the Welsh Government with an anonymised version of the dataset.

Individual rights

Under UK GDPR, you have the following rights in relation to the personal information you provide as part of this evaluation, specifically you have the right:

  • To access a copy of your own data;

  • For us to rectify inaccuracies in that data;

  • To object to or restrict processing (in certain circumstances);

  • For your data to be ‘erased’ (in certain circumstances); and

  • To lodge a complaint with the Information Commissioner’s Office (ICO) who is our independent regulator for data protection.
