Social Enterprise Core Funding Evaluation

The Welsh Government has commissioned Old Bell 3 Research (OB3) to undertake an evaluation of the Social Enterprise core funding.

The evaluation is to provide a concise assessment of the core funding support provided Wales Co-operative and Social Firms Wales between 2017 and 2022 and to include an assessment on the funding to the Social Enterprise Academy (SEA) between 2019 and 2022.

This is to ascertain whether Welsh Government (WG) has received value for money from their core funding/investment, efficiency (outputs delivered against the funding provided); and effectiveness (outcomes achieved). Within the review, evidence of additionally good practice or lessons learned from the delivery should also be highlighted.

The Welsh Government will be data controller for the evaluation.  However OB3 Research will delete any personal data provided through the survey, and anonymise the raw data, before it is shared with the Welsh Government.

Your Participation in this evaluation is completely voluntary. However your views and experiences are important in order to help inform Welsh Government policies.

What personal data do we hold and where do we get this information?

Personal data is defined under the UK General Data Protection Regulation (UK GDPR) as ‘any information relating to an identifiable person who can be directly or indirectly identified by reference to an identifier’.

The Welsh Government will release the grant lead contact details to Old Bell 3 Research in order for them to contact you and to arrange interviews. The use of details for research purposes was set out in the privacy notice for the grant. Welsh Government holds the following personal data that will be transferred to Old Bell 3 Research

·       Grant lead name

·       Contact details (phone and email)

In addition the Welsh Government will also provide OB3 with copies of grant award letters which includes the value of the grant, quarterly progress reports and meeting minutes.

For all contacts that have been provided to OB3 they will contact you to take part in a survey, either by phone or online. Your participation is voluntary, if you do not wish to take part or be sent reminders then please reply to the invitation email and your details will be removed. OB3 will only use email address and telephone number for the purposes of this evaluation.

What is the lawful basis for using your data?

The lawful basis for processing information in this data collection exercise is our public task; that is, exercising our official authority to undertake the core role and functions of the Welsh Government. Some of the data we are collecting are called ‘special category data’ (in this case your ethnicity and disability status) and the lawful basis for processing this information is that it is for statistical or research purposes.

Participation is completely voluntary. Evaluations such as this are important for the Welsh Government to collect information and actionable evidence about its ability to deliver government priorities. The information collected in this evaluation, for example, might be used to:

·       To plan future business support provision

·       Value for money

·       Key findings

How secure is your personal data?

OB3 is fully Cyber Essentials Accredited and GDPR compliant. OB3 operates a log of staff who have been granted access permissions to protected personal data.

Where Welsh Government data is sent to OB3 which are already encrypted – OB3 retain this level of encryption on our system. OB3’s policy is that encryption passwords are never e-mailed with data files.

How long do we keep your personal data?

OB3 will hold personal data during the contract period February 2022 – June 2022, and any personal data will be deleted by OB3 three months after the end of the contract. This includes your contact details.

The Freedom of Information Act 2000 allows the public to ask to see information held by many public bodies, including the Welsh Government. The information you provide may be the subject of a freedom of information request by another member of the public. We would consult you before responding to any request that captures your information.

Under GDPR, you have rights as an individual which you can exercise in relation to the information we hold about you. These are:

·       a right of access to a copy of the information comprised in their personal data;

·       a right to object to processing that is likely to cause or is causing damage or distress;

·       a right to prevent processing for direct marketing;

·       a right to object to decisions being taken by automated means;

·       a right in certain circumstances to have inaccurate personal data rectified, blocked, erased or destroyed;

·       a right to claim compensation for damages caused by a breach of the act.
