Communities for Work (CfW) is a voluntary programme to help those adults furthest away from the labour market into employment. It is jointly funded by the Welsh Government, the Department for Work and Pensions and the European Social Fund.
The programme targets long term unemployed and economically inactive adults and 16-24 year olds not in employment education or training. It seeks to increase their employability and to move into or closer to employment.
OB3 in conjunction with Dateb, IES and People and Work is leading on the evaluation which is being delivered over three phases between October 2016 and January 2018. The first phase, which forms the basis for this report, outlines the theory of change and the inherent logic model underpinning CfW. The methods included interviews with policy makers and stakeholders involved in the development and early implementation of CfW and desk research.
