OB3 was commissioned to undertake a review of local authority commissioning arrangements for education otherwise than at school (EOTAS) provision. The report sets out the practices and models in use to commission and quality assure EOTAS provision across Welsh local authorities.
The research found there is no clear and commonly understood definition of EOTAS, despite the information and guidance set out by Welsh Government.
Commissioning, management and monitoring practices and resources vary from one local authority to another. Schools commission external provision directly in the majority of local authorities.
The report recommends reinforcement of definitions for EOTAS and alternative provision, and the preparation of guidance focusing on:
appropriate criteria for referral
commissioning practice
monitoring provision
encouragement of school-based preventative action
clear expectations regarding re-integration of pupils into school
